When using the Function Wizard it should automatically quote text, e.g. when
using the IF function

IF: A1 > 5
Then_Value: pass
Otherwise_Value: fail

On MS Excel if you type text in for the IF function's then/otherwise values it
automatically knows to quote the text and adds the quote marks in the entry box
after the user hits the enter key.

reassigning features and enhancements to user requirements@openoffice.org which
will be the default owner for those tasks (was introduced some time ago)
