When using frequency() if all the data fields are blank this results in a value 
error for all the bins instead of returning zero for all the bins. This is a 
bit of a corner case, but can occur. I will try to add a spreadsheet that 
demonstrate the problem.

Indeed, also Excel does it. Will be part of OpenFormula as well.
