After language change, ooo should offer automatic restart

After the user commits to a language change (using a language pack) via options > language menu, a dialog should pop up saying that ooo must now restart and once the user consents, everything (including quickstarter) should be automatically shutdown and restarted.

The past months ( + ...) as I change UI-language via Tools|Options and close OOo, the quickstarter allways closes automatically. Anyway, on XP. So I guess this one is fixed??
No, this issue is about offering an automatic restart of OOo when the GUI language is switched as a restart is necessary to let it take effect.
